After the arrival of the new permanent CIO / Sr. Director at Joseph Brant Hospital (JBH) as noted above, segwayed to Project Director, Information Communication and Automation Technology (ICAT), Capital Redevelopment project. This was a central liaison role between the IT department, the JBH Capital Redevelopment office and the construction related vendors. Successfully facilitated significant ICAT related issues between the hospital and the builder. The resultant new technologically advanced tower opened ahead of schedule on August 21, 2017.
Successfully served as sole Senior Project Manager in setting up the North West Local Health Integration Network (NW LHIN) e-Health Project Management Office. Completed an initial project to set up the inaugural e-Health PMO with various related stakeholders throughout the LHIN. Based on excellent feedback and success, Frank was asked to continue by enhancing the integration of Change Management and implement the methodologies and tools within all staff (beyond eHealth) in the North West LHIN office. These were considered the first steps towards evolution of their Enterprise Portfolio Management Office.
As Senior Project Manager for the Region of Peel Health Services (RoP HS) department, Frank led the IT/IM Services Delivery Model (SDM) design project while utilizing project management methodologies tuned for the scope of the project. He provided expertise in defining the roles / responsibilities and recommendations towards implementing the new services delivery model for Information Management. Later returned as Senior Project Manager to provide a dual role in leading the IM/IT Strategic Planning project for the Region of Peel Health Services department as well as senior support in the implementation of the department IT/IM Services Delivery Model (SDM).
Senior Project Manager for the Newfoundland and Labrador (NL) Eastern Health (EH) Accelerated Clinical Care through Electronic Streamlined Systems (ACCESS) project. There were more than 80 hospitals, health care centers, long-term care facilities and community care sites. This was a partnership project between NL EH, the NL Centre for Health Information (NLCHI) and Canada Health Infoway (CHI). This project was within the Infoway Patient Access to Quality Care (PAQC) initiatives.
Successfully completed service as the Interim Project Director of the Healthcare Network of South Eastern Ontario Diagnostic Imaging / Picture Archiving and Communication System (HCNSEO DI/PACS) project (approximately 13 hospital and health care facilities). The organization became the Hospital Diagnostic Imaging Repository Services (HDIRS). This was a transition after successfully achieving the role of Interim Project Director under its previous name of Toronto East Network Diagnostic Imaging / Picture Archiving and Communication System (TEN DI/PACS) project across 23 hospitals (over 33 sites). The roles included working closely with the Chief Privacy Officer.
Highly commended in effectively completing a sub-contractor role as the Project Manager for the Ministry of Health and Long Term Care (MOHLTC) in the Patient Master Index (PMI) Application Evaluation project. The project involves liaison with multiple stakeholders such as the 32 Community Care Access Centres (CCACs) in Ontario using the current software, the MOHLTC, the Ontario Association of Community Care Access Centres (OACCAC) and vendors through a Request For Information (RFI) process. The final outcome was strategic recommendations of the software for an interim period in lieu of the provincial changing landscape and an implementation approach to moving forward.
Successfully completed Information Technology / Information Management (IT/IM) Project Manager role from December 2004 to April 2006 for the Canadian Home Care Association (CHCA) in the National Home Care and Primary Health Care Partnership project (www.cdnhomecare.ca) with the Community Care Access Centres (CCACs) of Halton and Peel as well as physician representatives. The project was funded by Health Canada. The role involved liaison with the CCACs, physicians and vendors in the development and implementation of a Web Services / Content Management Solution. The role also included significant interaction with the Ontario Smart Systems for Health Agency (SSHA) and other vendors. Prepared and conducted presentations on this project at two separate Local Health Integrated Network (LHIN) workshops in January 2005. The LHINs were Central West and Mississauga Halton.
Project Director to provide project management and analytical services with a focus on facilitation support to the Shared Services West (SSW) regional organization (West Greater Toronto Area) inclusive of liaison with the e-Health Councils of the Ministry of Health and Long Term Care (MOHLTC) and Ontario Hospital Association (OHA). Similar coordination at the federal level with representatives from Canada Health Infoway (CHI). Represented SSW with various other private and public organizations (i.e. vendors, presentation to the local district health council). Led and coordinated the procurement process for an Enterprise Master Person Index (EMPI) and Electronic Medical Record (EMR).
Project Director that successfully led a project to conduct a high level IT/IM Assessment and Recommendations report at the Orillia Soldiers’ Memorial Hospital (OSMH). This was originally initiated through the Diagnostic Imaging department and other physicians. Utilized experience with proven methodologies to analyze the needs; assess the readiness of the current IM environment (People, Process and Technology); determine Strengths, Weaknesses, Opportunities, Threats/Risks (SWOT) and Gaps; created migration strategy recommendations within time frames and budgets. The recommendations included an IM governance structure in support of the migration strategy as well as an approach to mitigate high level risks. Resultant report and recommendations was approved by the Board.
